Using the arbitrary name "PSIman", let us assume that in about the year 9X (1900 years before Earthbound, 1890 {by my timeline interpretations} years before Mother, and 900 years before the Hieroglyph in Scaraba was built, and the Tenda fled.), the PSImen placed a "PSI seed" (the PSI equivalent of a baby) into many of Paula's ancestors, and fewer, but just as many, of Poo's; and the Giygans. (This, of course, explains how Paula is stronger, in terms of PSI, than Poo). Also, the seeds are "Offensive", "Defensive", "Healing", and "Alternative". Paula's ancestors got three of them (all but healing). Poo's ancestors received all the seeds, but less focused than Paula's ancestors did.

Now, in the story of EarthBound, Ness, Paula, and Poo (as well as Ninten and Ana in Mother/EarthBound Zero) can use a huge amount of their brain. This allows them to use PK. However, this huge gift also gives them the ability to use their brain waves to manipulate temperature and energy, forming their PSI powers.
But then there is the concern of George. George 'stole' PSI from the Giygans way back before Mother/EarthBound Zero. This does not imply that George stole PSI like if it was a material thing. Rather, he stole the process by which the Giygans were able to give themselves enough brain power to use PSI, then used it on himself in order to escape the alien ship. This process, apparently, changes one's genetic code, because every one of his descendants had the ability to use PSI as an inborn trait, something which is only accomplished through genetic code.
Another problem is Paula's ability to use PSI. Her PSI powers evolved from her being born with the ability to use more of her brain matter than others. This had to be sufficient so that she could use PK normally. That would explain why the TV reporters always bothered her. Through time, she explored her powers and discovered PSI. This same situation could apply to Ana of Mother/EarthBound Zero.
Neurons, third hemispheres, and blows to the head
First off, for those of you who have read about the nervous system, you know that it is made up of small cells called neurons. For those of you who don't know what neurons are, they are the telephone system of the body. They send information from every part of your body to your brain by transferring the data between each other. Now that you have that background, on with the theory. You see, neurons have tiny little gaps between them called synapses. Data, in a form similar to electricity, must "jump" the synapse for information to be transferred along the neural trail (or nervous system). Now, it's only logical to think that a few particles run off of the trail. Herein rests the groundwork of my theory.
Now, the brain is divided into two hemispheres (or halves) that are associated with different functions (i.e. motor skills, senses, and thought). Also, as everybody knows (or should know) we only use ten percent of our brains. In fact, we barely scrape the surface of the brain. So, it only seems logical that there could be a part of the brain that controls the gathering of those "neural leftovers" discussed in the previous paragraph in one place, the third hemisphere or the inner sanctum of the brain beneath the known part.
This lost part is the psychic control center. Think about it though, Ness' PSI Special is described as a, "psychokinetic wave generated by concentration." Concentration of what? It couldn't be mere thought or else I could annihilate the jerks at school. It couldn't be pure will, or else I would have blown up several people. So that leaves some unknown energy that is heavily concentrated by some unknown part of the brain by unknown abilities. What is this energy? The neural leftovers. What and where is this part? The missing hemisphere. How is this possible? I don't know.
Why haven't neurologists (guys who study the brain) found this lost part that gathers the raw ingredients for PSI? There are several possibilities. First, they could know about it, but not be telling anyone; or second, they could only access that part after it stop functioning (i.e. when a person dies and they dissect that person's brain); or third they can't tell it's there.
But how can Paula, Ness, and Poo use PSI if it is so well concealed? Simple, their minds somehow broke the barrier that separates the conscious mind from the PSI mind. But how do the two mix? Any jarring could do so. In Ness it could have been anything that jarred him (i.e. the meteor crash). In Paula, she could have just been dropped when she was little. Poo on the other hand could have just gained his powers during his trial. You know, when that spirit ripped him to shreds. But don't go beating yourself in the head, after all, I could be wrong.

Starstorm, I believe is from the Mu training. He relaxs and once the spirit takes his sight he sees by the stars. The stars and him are joined, now as one. Then he learns it when the wise man shoes Poo how to exert the power from inside him. This makes sense because is sounds all meditation like and after all, Poo does meditate!
What is Fire?
Fire is not Fire. It is channeled rage. Paula uses this because she thinks
of the treatment she was given by Pokey and Carpainter and how the runaway
five and Everdred along with many other people flip over her looks, not her
true self. She unleashes her rage and it hits a row of enemies.
What is freeze?
Freeze is the coldness that Paula and Poo would like to hide. Their evil side
in a sense. They do that and as their heart freezes, their enemies do too.
What is thunder?
Oh... hard one... maybe... lightning? Simple. They call down lightning from
the heavens. The heavens that bore Paula and that Poo meditated with.
What is special about special?
It's Ness' true feelings. His feelings about missing his dad and missing his
dog and family, being hungry, and every thing that bothers Ness. That
includes the fact all the bathrooms are always occupied.
