This message is in response to your inquiry as to how come Jeff, who supposedly is a genius, cannot concentrate as well as some plants (like the Mobile Sprout, Territorial Oak, Trillionage Sprout and etc.) and thus cannot use PSI. Several years ago, the Syndicate commissioned a study, headed up by diospadre, to determine why this was. After six months of grueling work, he unfortunately lost the results, so I had to go and find out for myself. Here is what I found:
Jeff Andonuts, as we all know, is the only known son of Dr. Andonuts, the oddball scientist who lives alone in Winters. What we got to wondering, after several bottles of Robitussin, was: How come the doctor sent his son to live in a boarding school for ten years, beginning when Jeff was three years old? We sent two agents to Dr. Andonuts to ask about this. Eight months later, their remains were found in the remote hills of Winters among a colony of wolves. This got us to thinking that perhaps there was something Dr. Andonuts did not want us to know. (That, or they made the mortal mistake of failing to bring donuts to the lab with them. We GAVE those clowns donuts; maybe they ate them on the way.)
Left with no other recourse, we hired Carpainter to kidnap Jeff, which did not prove to be a difficult thing to do, except that that little pest Tony, who follows Jeff around CONSTANTLY, and no, we do not wish to know why, wouldn't leave Carpainter's minions alone, so they tied him to a cinder block and tossed him into Lake Tess. (Probably Tessie rescued him; you'd be surprised how hard it is to kill an annoying little weasel like that. And yet I digress.) Jeff has no telepathic abilities, plus he is not a fairly attractive young lady like Paula is, so no one was all that interested in rescuing him. We actually let him call people and ask if someone would come rescue him. Most of the people he called, apparently, laughed and hung up the phone.
So we commenced our research on why Jeff cannot use PSI. Our original theory was that Jeff actually could use PSI, but chose not to because either (a) He wanted everyone to think he was weaker than he was, (b) He messed up while experimenting with the Counter-PSI unit, or (c) He's just a ninny. But it turns out that the truth is far more sinister than that.
Now, agent 499 (Alias: "Brick Road"), as you know, is now known as "Dungeon Man," having been combined bodily with an enormous dungeon, and lives in Scaraba. What we didn't know, and didn't really want to ask, was how this fusion between man and dungeon was accomplished.
Seventeen years ago, in 199X, when Jeff was only three years old, Dr. Andonuts performed a new kind of surgery on him as part of his experiments. He removed the boy's brain and replaced it with some complicated circuitry that is, we discovered, fairly similar to, although more complicated than, that of the Starman Deluxe which we recovered from the Stonehenge base. Dr. Andonuts then placed the brain in some kind of container and spent the next ten years messing around with it. The circuitry given to Jeff allowed him to very easily operate complicated mechanical things, and it gave him uncanny accuracy with a gun. (It also, incidentally, explains why he frowns all the time, and also why he has no fashion sense whatever and wears a green suit with a bow tie. We believe it probably also explains his hairstyle, as there is no earthly explanation for it other than some kind of fraternity prank.) Dr. Andonuts' subsequent experiments with the brain turned out, apparently, to be not as fruitful as he had hoped, and he ended up using it as part of the project to fuse "Brick Road" with the dungeon. At least, that's what it seems... we have no real evidence to support that and do not know for certain what became of Jeff's brain. We were too scared to buy some of the "Beef jerky" that Dr. Andonuts' pet Cave Boy was selling and test it.
Anyway, it is a common misconception that Paula telepathically communicated with Jeff when she and Ness were captives in Threed. This is not the case, as Jeff, having no brain, could not receive a telepathic message. She actually called him on her cell phone, and Jeff was able to receive that message, since his circuitry is apparently in tune with the satellites that control the cell phones.
Jeff, thus, was able to greatly help the team with his great mechanical ability. The trainsition from human to robot was very easy in his case, as you can imagine. The experiments ten years ago with Jeff proved to be invaluable in Dr. Andonuts' learning how to transfer a brain "program" into a robot. Actually, we are not certain that the Phase Distorter III was incapable of transporting living creatures into the past. We think that possibly Dr. Andonuts just wanted to mess around with people's brains again. We don't know for sure, though, and we don't plan to ask. By the way, that beef jerky is delicious. Let's look at the facts or lack thereof...
The mobile sprout is a regular plant, except for the fact that it is being possesed by Gyigas. Gyigas can use PSI...normally, the plant cannot.

Really, whenever you fight anything, you are just fighting a very very small Gyigas. Gee, never have I fought the final boss soooo many times (except for in Chrono Trigger).But the dull point remains. The mushroom uses Gyigas powers against the chosen four...
Jeff is a genius, but only with book smarts. He lacks something I like to call "common sense". Now, Jeff is so busy being book smart and fixing old cans and such, that he does not realize the cosmos (here we go again) has more in store for him! It tried to give him powers many times before he left he school, but he said
"I am a man of science and do not believe in something as outrageous as PSI powers! Go away and leave me with my broken harmonica!"
After rescuing Ness and Paula, he realized that PSI DID exist, and he begged the cosmos to give it to him.
"Too bad, kid. We tried earlier, but you didn't want any. We already gave the last power gift to some homeless guy! Come back in a millenia or so and we might have another one..."

The reason Jeff cannot concentrate to use PSI and a plant can is because the fact that Gigyas (who has PSI) gave the power of PSI to all of his minions. As for Jeff it all began in 198X. Little Jeff was walking along the tenda village near his home.(He and his Dad later moved to Winters shortly after this incident) He came across an old gypsy Tenda whom he greatly annoyed because he was such a nerd. So, the old gypsy tenda put a curse upon Jeff. He would be FOREVER too shy to use ANY sort of PSI powers. (this curse actually was too powerful and made all the tendas shy as well)

It all started with Dr. Andonuts... One day he got married and had a daughter, Stone Andonuts. Stone Andonuts was actually one of the chosen four, because she had the power of PSI. As a baby she realized the power of Psi Rockin' Omega!
But Stone wasn't a kind woman. She used PSI to materialize power into cakes, and sold those Magic cakes to the innocent people of the neighbour city, Summer. Buzz Buzz saw that, and immediately chose someone else to be the third Chosen one. It would be Stone's son, yet to be born, Jeff.
One day, Stone married the Man Who Can Get A Suntan On The Palm Of His Hand and she had a son, Jeff, but he couldn't use PSI because Stone had eaten too much Magic Cakes as she was pregnant. After Jeff was born, Stone died...
Since Mr. Who couldn't take care of Jeff because his hands were burnt, Jeff was sent to the Winters school and left there for ten years.. And one day, he heard the voice of Paula and his adventure started.
But the truth is... Jeff can use PSI. When Ness, Paula and Jeff went to Summers, Jeff met his mother's ghost, who gave him a ghost PSI cake... That allowed him to use PSI, and it was the only time Jeff used PSI. Jeff created Mu, to call Poo to Summers.
Today, Mr. Who is STILL getting a suntan on the palm of his hands, Stone's ghost roams across the Stoic Club's remains and Jeff beat Giygas!
Or maybe.. Mu beat Giygas?
Okay, that's not very good. Let me explain. Ness grew up in Onett, where there's plenty of sunshine. Same with Twoson for Paula and Dalaam for Poo. (Incidentally, Poo can use the amazingly powerful Starstorm because Dalaam is so close to the sun.) But Jeff lives in stupid ol' Winters, where the sun never shines. He doesn't care anyway; he stays in his room all the time.
Naturally, PSI usage isn't just related to sunlight; it also depends on things like being in the path of destiny and the gelatin-to-cuteness ratio of the subject (which is how Fobbies can use PSI.) But since Jeff didn't develop his powers in the sun, he wound up being a techie instead of a psychic.
What happened was that Giygas's evil influenced the mobile sprout, turning into a puppet. The actual mechanisms at work here are far too complicated to list here...
aw heck, you know I'm going to list them anyway.
First off, you have to realize that the mobile sprout isn't aware that it is attacking you because it doesn't have a brain.
Second, the mobile sprout isn't using its own PSI. It is acting as a beacon for Giygas's evil power which may or may not be considered PSI.
I don't believe that Giygas can consciously control every plant that he "brings to life." It is more likely that Giygas's evil energy more or less radiates over the Earth's surface. First level effects of Giygas's power are that ordinary people can become evil. First level effects make an organism evil because they are already cognitive of what evil is.
Organisms that are not cognitive of the difference between good and evil, such as plants, are brought to life through second level effects. What happens is that Giygas's energy must first be channeled through a conscious organism such as a human. Next, the SAME energy flows into the plant.
Plants are not brought to life by pure evil energy, but by pure evil energy that has been filtered through a being that has a conscious or unconscious notion of what evil is.
My conclusion is that mobile sprouts don't intrinsically have PSI. Instead they are mearly acting as beacons for Giygas's power.
As for Jeff, who's to say that he doesn't have PSI? Perhaps his form of PSI is more internal as opposed to external. It would be odd, afterall, for him to be the only one of the chosen four who doesn't possess PSI. Remember that he DID receive Paula's psychic message.
Now Jeff, on the other hand, is like most of the population and has no control of PSI powers. Intelligence and concentration has nothing to do with it, since Jeff won�t believe in the ability. He is very practical minded (as a life of science will do to someone) and so can not accept the speculation that such supernatural powers exist (although I�m sure he�s changed his tune after his adventures).
1. The Mobile Sprout is actually a Protoss High Templar in disguise. His channeling of the khala is so powerful that he may soon be able to take 8-bit form!
2. Jeff is quite obviously British.
Now seriously: Booky intellegence has no relevance to a person's ability to use PSI, kinda like how it doesn't relate to how much common sense people have.
Furthermore, Giygas' influence may have awoken powers in those doing his bidding that they would never have had normally; the plants in question try to foil the Chosen Four, don't they?
Yes, I am stating the obvious. Good for me.
Also, may I add that this makes him no less important to the party. He is not a nerd, nor a dork, nor a geek. He's powerful, and if you make him mad, you're on your own when he shoots the "Big-Bang-Kill-All-Awesome-Shot-Of-Big-Wrath-Of-Fury" beam on you. Hehehe. C'mon folks, y'know you guys love me, right?
Mobile Sprouts, y'know, dey have dem big leaves, fer conc'ntratin' 'nd shtuff. I mean, I mean, I mean, lookie those tings go! How kin' a pl'nt like 'hat _not_ have no special powahs? 't's got legs, hear? S'lot more 'mazin' 'n a boy g'nius, I th'nk. Dat's whut I th'nk. Yuh'dunn tink so? A plaque on b'th yer houses, I th'nk.
And Jeff is a dork, because he wets the bed. I can't believe he still does that!

Most people only unlock about 10% of there brain very few unlock more than that, in these few are Ness, Paula, and Poo, they have onlocked a great part which has information on what we call PSI.As they gain battle experience they unlock even more of the PSI powers.Now Jefff on the other hand has accesed 97% of his brain, or he has by the end of the War Against Giygas, but e has yet to acces that last 3% of his brain.But you never knw when he may make a breakthrou.Now about the little platns and such.They are simply feding off of Giygas' power.
Mean while at the zoo...
Jeff is freeing all the animals. Mr. T the guard chases him shouting "cum bac foo!" Mr T. then catches him and beats him up real bad.(Mr T. beat him up so badly Jeff forgot how to us PSI.) Mr T. took Jeff Back to Dr. Andonuts who said "You brought my son back!" Then Mr T. says "s'up foo I'm no foo like you!" Then Dr. Andonuts says "I'm tired of him running away to the zoo. Take him up to that boarding school."
Then Mr T. said "kay foo." Mr T. then beat up bubble monkey because he wouldn't call tessie. After Bubble Monkey got beat up so bad he finally called tessie. Then Mr. T rode tessie across the lake and then he had to beat up some gruff goats. When Mr. T finally got up to the Snow Wood Boarding School he threw Jeff over the gate and he said "you ain't gonna get out of there foo! While in Winters Mr. T then met the A Team, quit his job at the zoo, and joined the A-team.
Now, enemies are another matter altogether. Enemies produce through a crude form of cloning, hence their genetic material stays the same. Giygas was careful enough when taking over animals and creating enemies to make sure each had a double recessive chromosome. (In the case of robotics, however, PSI can be programmed)
Oh yea, Jeff grew up with TONY!
Jeff might have had a brain operation to increase his intelligence, and an unfortunate side effect is that it damaged the portion of the brain responsible for the use of PSI.
Of course, these are just silly ideas.
A more down-to-earth reason is that Nintendo needed to include a character that could use a wide variety of weapon items. Being able to use both PSI and the Heavy Bazooka would create a character that was way too powerful, and they decided to remove Jeff's PSI abilities. What this explanation offers as to the plants that use PSI, I don't know.
The implications of this were too much for him to comprehend, and he resolved to never try to understand it in scientific terms again, contenting himself with a theory that PSI is a natural ability passed down through genetics, so some will have it while others don't.
Of course, he couldn't resist speculating about plants using PSI, finally deciding that all living things have PSI, but not always in great enough amounts to use it.

After Ness' vision of Earthbound Zero, w-wait a minute. Too far.
When the existence of the 4 heroes of Earthbound were born, they were born with Psi. But one of them were kidnapped. Jeff was sneaked into a Labarotory to test is abilities. He succeeded too well... his power grew so much, he forgot how to use Psi. Then they sneaked him back into the hospital with his scar for life: glasses. The testing also damaged his eyes. He has never known about this past...
As for the Sprout and other Plants, it's gotta be Giygas's influence. That's how the dang things were able to move anyway! If it wern't for Giygas, why those platns would just be weeds ready to be forked, I bet they could even sprout Fro's and be the ultimate scourge for the Hero's! Fro Sprouts man, Scourge of the universe next to Pokey and Giygas!
I even bet that Giygas has a giant Fro stashed somewhere, purely responsable for everything under his control to have some kind of psychic power, or other overly ambitious power. Remember the antoids and their wacked tackles! If Giygas had worn that Fro, why nothing could have stopped him! I could just see him now, giant, planet stopping, Universal scourge, Fro Giygas!
And Jeff? Oh, come on. How many geniuses do you know? Okay, now that you have that number, how many do you know that have any common sense? Aha! There's no room for common sense with all that knowledge stored up there, right? Well if there's no room for common sense, how could there be any room for psychic powers?
As you see, the mobile sprout seems to walk around, plant itself into the ground. And, PP magnet is like some sort of abilty to extract PP from Ness and friends. But maybe, it also uses PP magnet to suck out the planets resources, little by little, eventually destroying earth and all our pathetic moaning souls. To much to bear, oh no, ITS GOING TO HAPPEN! AHHHHHH!! WHAT WILL BECOME OF CIVILIZATION?!!! MANKIND?!!! THE EARTH?!!! THE UNIVERSE?!!!
...what? Oh, I must have strayed off topic. Why can't Jeff use PSI? I blame rap music.
