This message is in response to your inquiry as to how come Jeff, who supposedly is a genius, cannot concentrate as well as some plants (like the Mobile Sprout, Territorial Oak, Trillionage Sprout and etc.) and thus cannot use PSI. Several years ago, the Syndicate commissioned a study, headed up by diospadre, to determine why this was. After six months of grueling work, he unfortunately lost the results, so I had to go and find out for myself. Here is what I found:

Jeff Andonuts, as we all know, is the only known son of Dr. Andonuts, the oddball scientist who lives alone in Winters. What we got to wondering, after several bottles of Robitussin, was: How come the doctor sent his son to live in a boarding school for ten years, beginning when Jeff was three years old? We sent two agents to Dr. Andonuts to ask about this. Eight months later, their remains were found in the remote hills of Winters among a colony of wolves. This got us to thinking that perhaps there was something Dr. Andonuts did not want us to know. (That, or they made the mortal mistake of failing to bring donuts to the lab with them. We GAVE those clowns donuts; maybe they ate them on the way.)

Left with no other recourse, we hired Carpainter to kidnap Jeff, which did not prove to be a difficult thing to do, except that that little pest Tony, who follows Jeff around CONSTANTLY, and no, we do not wish to know why, wouldn't leave Carpainter's minions alone, so they tied him to a cinder block and tossed him into Lake Tess. (Probably Tessie rescued him; you'd be surprised how hard it is to kill an annoying little weasel like that. And yet I digress.) Jeff has no telepathic abilities, plus he is not a fairly attractive young lady like Paula is, so no one was all that interested in rescuing him. We actually let him call people and ask if someone would come rescue him. Most of the people he called, apparently, laughed and hung up the phone.

So we commenced our research on why Jeff cannot use PSI. Our original theory was that Jeff actually could use PSI, but chose not to because either (a) He wanted everyone to think he was weaker than he was, (b) He messed up while experimenting with the Counter-PSI unit, or (c) He's just a ninny. But it turns out that the truth is far more sinister than that.

Now, agent 499 (Alias: "Brick Road"), as you know, is now known as "Dungeon Man," having been combined bodily with an enormous dungeon, and lives in Scaraba. What we didn't know, and didn't really want to ask, was how this fusion between man and dungeon was accomplished.

Seventeen years ago, in 199X, when Jeff was only three years old, Dr. Andonuts performed a new kind of surgery on him as part of his experiments. He removed the boy's brain and replaced it with some complicated circuitry that is, we discovered, fairly similar to, although more complicated than, that of the Starman Deluxe which we recovered from the Stonehenge base. Dr. Andonuts then placed the brain in some kind of container and spent the next ten years messing around with it. The circuitry given to Jeff allowed him to very easily operate complicated mechanical things, and it gave him uncanny accuracy with a gun. (It also, incidentally, explains why he frowns all the time, and also why he has no fashion sense whatever and wears a green suit with a bow tie. We believe it probably also explains his hairstyle, as there is no earthly explanation for it other than some kind of fraternity prank.) Dr. Andonuts' subsequent experiments with the brain turned out, apparently, to be not as fruitful as he had hoped, and he ended up using it as part of the project to fuse "Brick Road" with the dungeon. At least, that's what it seems... we have no real evidence to support that and do not know for certain what became of Jeff's brain. We were too scared to buy some of the "Beef jerky" that Dr. Andonuts' pet Cave Boy was selling and test it.

Anyway, it is a common misconception that Paula telepathically communicated with Jeff when she and Ness were captives in Threed. This is not the case, as Jeff, having no brain, could not receive a telepathic message. She actually called him on her cell phone, and Jeff was able to receive that message, since his circuitry is apparently in tune with the satellites that control the cell phones.

Jeff, thus, was able to greatly help the team with his great mechanical ability. The trainsition from human to robot was very easy in his case, as you can imagine. The experiments ten years ago with Jeff proved to be invaluable in Dr. Andonuts' learning how to transfer a brain "program" into a robot. Actually, we are not certain that the Phase Distorter III was incapable of transporting living creatures into the past. We think that possibly Dr. Andonuts just wanted to mess around with people's brains again. We don't know for sure, though, and we don't plan to ask. By the way, that beef jerky is delicious. You see, Jeff is really not a genius. He is a genius in comparison. Most of the inhabitants of Winters are Caveboys and bears. Since the people of Winters are so stupid, anyone with any kind of technical ability is hailed, and all the smarter people are either sent to Snowwood or goes crazy because there is no one intelligent to speak to, and think they see mosters and go off into the forest.

My theory is that Jeff can't use psi because he uses too much of his brain on all the mechanical devices he uses and can fix, whereas the mobile sprout has nothing on his mind but the use of psi, so he can use psi and Jeff can't.

I've actually pondered this question for a long time, so I can tell you my ideas, but they're all strewn about, and may cancel each other out thus causing a tear in the fabric of space/time, which in turn would cause the universe as we know it to fold in on itself, so keep yourself braced. The reason Jeff can not use PSI is BECAUSE of his intelligence. Unlike the other Chosen Three, he realizes that PSI is not only improbable, it is impossible. The human mind is not capable of such power. In fact, in themselves, such powers as Telekinesis and Psychokinesis are impossible. When have you ever heard of a scientist that believes in psychic powers? I've never heard of one, and I work for them. I don't believe in them, and I'm a future scientist. Jeff's eyes probably nearly fell out of his head the first time Ness or Paula used a PSI power. Then he probably pulled a Little Washu and tried to run experients on them. Okay, I'm gonna stop now, and hope the mental images go away.

Let's look at the facts or lack thereof...

The mobile sprout is a regular plant, except for the fact that it is being possesed by Gyigas. Gyigas can use PSI...normally, the plant cannot.

Really, whenever you fight anything, you are just fighting a very very small Gyigas. Gee, never have I fought the final boss soooo many times (except for in Chrono Trigger).But the dull point remains. The mushroom uses Gyigas powers against the chosen four...

Jeff is a genius, but only with book smarts. He lacks something I like to call "common sense". Now, Jeff is so busy being book smart and fixing old cans and such, that he does not realize the cosmos (here we go again) has more in store for him! It tried to give him powers many times before he left he school, but he said

"I am a man of science and do not believe in something as outrageous as PSI powers! Go away and leave me with my broken harmonica!"

After rescuing Ness and Paula, he realized that PSI DID exist, and he begged the cosmos to give it to him.

"Too bad, kid. We tried earlier, but you didn't want any. We already gave the last power gift to some homeless guy! Come back in a millenia or so and we might have another one..."

Hello to all who think that by reading this theory you will gain knowlege (guess again!)

The reason Jeff cannot concentrate to use PSI and a plant can is because the fact that Gigyas (who has PSI) gave the power of PSI to all of his minions. As for Jeff it all began in 198X. Little Jeff was walking along the tenda village near his home.(He and his Dad later moved to Winters shortly after this incident) He came across an old gypsy Tenda whom he greatly annoyed because he was such a nerd. So, the old gypsy tenda put a curse upon Jeff. He would be FOREVER too shy to use ANY sort of PSI powers. (this curse actually was too powerful and made all the tendas shy as well)

For long, Jeff's past has remained hidden, but I, the penguin, will now reveal it!

It all started with Dr. Andonuts... One day he got married and had a daughter, Stone Andonuts. Stone Andonuts was actually one of the chosen four, because she had the power of PSI. As a baby she realized the power of Psi Rockin' Omega!

But Stone wasn't a kind woman. She used PSI to materialize power into cakes, and sold those Magic cakes to the innocent people of the neighbour city, Summer. Buzz Buzz saw that, and immediately chose someone else to be the third Chosen one. It would be Stone's son, yet to be born, Jeff.

One day, Stone married the Man Who Can Get A Suntan On The Palm Of His Hand and she had a son, Jeff, but he couldn't use PSI because Stone had eaten too much Magic Cakes as she was pregnant. After Jeff was born, Stone died...

Since Mr. Who couldn't take care of Jeff because his hands were burnt, Jeff was sent to the Winters school and left there for ten years.. And one day, he heard the voice of Paula and his adventure started.

But the truth is... Jeff can use PSI. When Ness, Paula and Jeff went to Summers, Jeff met his mother's ghost, who gave him a ghost PSI cake... That allowed him to use PSI, and it was the only time Jeff used PSI. Jeff created Mu, to call Poo to Summers.

Today, Mr. Who is STILL getting a suntan on the palm of his hands, Stone's ghost roams across the Stoic Club's remains and Jeff beat Giygas!

Or maybe.. Mu beat Giygas?

Okay, that's not very good. Let me explain. Ness grew up in Onett, where there's plenty of sunshine. Same with Twoson for Paula and Dalaam for Poo. (Incidentally, Poo can use the amazingly powerful Starstorm because Dalaam is so close to the sun.) But Jeff lives in stupid ol' Winters, where the sun never shines. He doesn't care anyway; he stays in his room all the time.

Naturally, PSI usage isn't just related to sunlight; it also depends on things like being in the path of destiny and the gelatin-to-cuteness ratio of the subject (which is how Fobbies can use PSI.) But since Jeff didn't develop his powers in the sun, he wound up being a techie instead of a psychic.

Simple, the plants were experiments in veggie-brain technology, an attempt to make plants smart, which was a failed product of Eggman Robotics that resulted in Egg Sprouts.Giygas renamed them "Mobile Sprouts" when he stole them all and used the intelligent plants in his forces.

Excuse me, but mobile sprouts don't have a brain. They are not conscious beings.

What happened was that Giygas's evil influenced the mobile sprout, turning into a puppet. The actual mechanisms at work here are far too complicated to list here...

aw heck, you know I'm going to list them anyway.

First off, you have to realize that the mobile sprout isn't aware that it is attacking you because it doesn't have a brain.

Second, the mobile sprout isn't using its own PSI. It is acting as a beacon for Giygas's evil power which may or may not be considered PSI.

I don't believe that Giygas can consciously control every plant that he "brings to life." It is more likely that Giygas's evil energy more or less radiates over the Earth's surface. First level effects of Giygas's power are that ordinary people can become evil. First level effects make an organism evil because they are already cognitive of what evil is.

Organisms that are not cognitive of the difference between good and evil, such as plants, are brought to life through second level effects. What happens is that Giygas's energy must first be channeled through a conscious organism such as a human. Next, the SAME energy flows into the plant.

Plants are not brought to life by pure evil energy, but by pure evil energy that has been filtered through a being that has a conscious or unconscious notion of what evil is.

My conclusion is that mobile sprouts don't intrinsically have PSI. Instead they are mearly acting as beacons for Giygas's power.

As for Jeff, who's to say that he doesn't have PSI? Perhaps his form of PSI is more internal as opposed to external. It would be odd, afterall, for him to be the only one of the chosen four who doesn't possess PSI. Remember that he DID receive Paula's psychic message.

Jeff cannot use PSI because he neither has the discipline nor the heritage. Ness can use PSI because he had it in his DNA. Poo can use it because of his training. Paula is just a fluke, a "freak" if you will. Dr. Andonuts cannot use PSI, and neither could any of his blood ancestors. Therefore, there is no PSI gene in the Andonuts line. He is weak, and his mind wanders a lot, therefore he has no discipline. His lack of PSI is made up for by his incredibly high I.Q. He creates machines that mimics PSI and its effects. The effects of PSI Shield are mimiced by the Defence Spray/Shower, PSI Lifeup: (Hungry) HP Sucker, PSI Fire: Heavy Bazooka, etc.

First of all, a plant by itself can not walk, let alone use PSI powers. Lest we forget, the Mobile Sprout, like several other creatures, is imbued with the power of Giygas, and so directs his power through its plant body. Giygas enlisted the help of plant life so as to make the entire world deadly to those who might stop him. PSI power is the only thing that would make a simple sprout an effective fighter (I mean, what else would it do, root someone to death?).

Now Jeff, on the other hand, is like most of the population and has no control of PSI powers. Intelligence and concentration has nothing to do with it, since Jeff won�t believe in the ability. He is very practical minded (as a life of science will do to someone) and so can not accept the speculation that such supernatural powers exist (although I�m sure he�s changed his tune after his adventures).

Its easy of course, why do you think those plants were hired by Giygas in the first place? Because they had PSI powers. Not all plants ave PSI powers, just the ones you fight. Jeff he is an interesting character. Why he doesn't have PSI I do not know. None the less the legend says he is part of the chosen 4. PSI is mainly mental strenth being smart does not give you mental strength. Its more of a wisdom/knowledge based thing. Jeff has some PSI just not the physical type. He can use telepathy. How do you think he recieved Paula's message. Unless Jeff was chosen by mistake. Maybe it was meant to go to Tony. Well it wouldn't make sense since Tony's name is not Jeff. Just saying Ness didn't have any much PSI until he started busting some heads he learned some PSI. So anybody could have PSI it just won't get unlocked until you bust some heads. That is basically all I could think of hope I gave you some more ideas.

Jeff Andonuts is a scientist type person who only believes what he can prove. Even if he is bombarded by countless blasts of PSI, he refuses to believe because PSI has yet to be proven in his own scientific studies. On the other hand, the poor little plant is under the influence of Giygas. Giygas believes the the power of PSI, and uses it well. Therefore, it seems quite reasonable to assume that Giygas transferred part of his power into the poor little plant when he took control over it.

The main reason why a plant would have PSI and a smart person such as Jeff wouldn't have PSI is simple. The Mobile Sprout mind is being controled by Gygas so Gygas can have some influence on the mind of the plant. The reason why Jeff dosen't have the PSI powers is because only certain parts of his brain are extremly active. The parts that would trigger PSI aren't.

Plants and things like plants cannot actually use PSI, but the creators of the game were too lazy to create other spells. For example, in Mother, the Dragon uses a few PSI Fire spells. This is because in real life (well, real life in the game, any way) he is breathing fire, not using his psychic mind power. But the creators of the game didn't feel like stuffing in a different spell for every creature, so they just used the ones they already had without renaming them.

Jeff would have been the Executive Director of Pyschic Studies in Fourside University had it not been for his major disadvantage. His glasses. These wire-rimmed windshields may have been effective in increasing Jeff's spatial awareness, but during his bed-soaked childhood Jeff failed to discover the full potential of his powers primarily due to the high amounts of lead and mercury that can even today still be found in his vintage '9X pair. Not to mention the lenses, which had more PSI-reflecting power than an authentic Onett roadblock. However, it was the diversion of these awesome mind-boggling waves of energy that kept his head clear in times of need and made him the genius some of us know and love today.

Welllllll its quite simple actualy, so here goes.

Most people only unlock about 10% of there brain very few unlock more than that, in these few are Ness, Paula, and Poo, they have onlocked a great part which has information on what we call PSI.As they gain battle experience they unlock even more of the PSI powers.Now Jefff on the other hand has accesed 97% of his brain, or he has by the end of the War Against Giygas, but e has yet to acces that last 3% of his brain.But you never knw when he may make a breakthrou.Now about the little platns and such.They are simply feding off of Giygas' power.

Take him up to that boarding school."

Then Mr T. said "kay foo." Mr T. then beat up bubble monkey because he wouldn't call tessie. After Bubble Monkey got beat up so bad he finally called tessie. Then Mr. T rode tessie across the lake and then he had to beat up some gruff goats. When Mr. T finally got up to the Snow Wood Boarding School he threw Jeff over the gate and he said "you ain't gonna get out of there foo! While in Winters Mr. T then met the A Team, quit his job at the zoo, and joined the A-team.

PSI is ability, not skill. Therefore somethings can use it and some cannot. Going off on a tangent, PSI is psychic potential granted to one through extraordinary means. It is hereditary, but recessive. Ness, Paula, and Poo, however, were born with it for another reason. PSI is also from nature. If one were to stand at each of the eight sanctuary locations, they would have a good chance of soaking in PSI. Finally, in the case of Jeff, if one has a two dominant genes on the line of PSI, it prevents them from using it at all.

Now, enemies are another matter altogether. Enemies produce through a crude form of cloning, hence their genetic material stays the same. Giygas was careful enough when taking over animals and creating enemies to make sure each had a double recessive chromosome. (In the case of robotics, however, PSI can be programmed)

Very good question...I think it's 'cuz Jeff is always thinking about new inventions to build, better guns to create, and all of these genius ideas in his mind just take up the space needed for PSI. Besides, no one else in the party can repair goods, since they're not ever thinking about those sort of things. As for the plants...well, they're not too bright already to use PSI Magnet on Jeff for obvious reasons, so either PSI is all they have in their brains or it's the works of Giygas controlling them.

Why can certain plants use PSI? It's possible that they attract Magic Butterflies, which would give them the power of PSI. Either that, or they are really animals that look like plants.

Jeff might have had a brain operation to increase his intelligence, and an unfortunate side effect is that it damaged the portion of the brain responsible for the use of PSI.

Of course, these are just silly ideas.

A more down-to-earth reason is that Nintendo needed to include a character that could use a wide variety of weapon items. Being able to use both PSI and the Heavy Bazooka would create a character that was way too powerful, and they decided to remove Jeff's PSI abilities. What this explanation offers as to the plants that use PSI, I don't know.

Well Jeff is smart and the mobile sprout has no brain. This means that Jeff obviously has a much higher IQ then the mobile sprout. But just because you are smart does not mean you are a pyschic. Perhaps because the Mobile Sprout does not have as high an IQ as Jeff. You see, Jeff is such a genius that he didn't need to know how to actually concentrate. This is because he had all of the information that he needed to know at his fingertips. This means that the Mobile Sprout is not all as intelligent as you might think! (What I'm saying is that Jeff knows everything in the textbooks so well, that he doesn't need to think or concentrate to come up for an answer for something!)

It is as simple as Jeff doesn't believe in PSI. Sure, he's seen it in action, he's felt its effects, but he can't find any scientific explanation for it, so he doesn't believe that it exists. And you can't use what doesn't exist...

The implications of this were too much for him to comprehend, and he resolved to never try to understand it in scientific terms again, contenting himself with a theory that PSI is a natural ability passed down through genetics, so some will have it while others don't.

Of course, he couldn't resist speculating about plants using PSI, finally deciding that all living things have PSI, but not always in great enough amounts to use it.

Jeff really isn't one of the four heros. Ness was just bad enough to defeat Gigays with only two of the heros on his side. Also when Gigays' evil influance corrupts stuff they go to space and get sent to training camp where super star men beat them into the vicious cretures they become.

Sure Jeff could concentrate more than a plant but that doesn't matter. What matters is having PSI in the first place. See when Giygas took control of weaker organisms like ants and plants he gave them an advantage, PSI. Now to use powerful PSI like PSI Starstorm and PSI Rockin' you need a large amount of concentration. But the PSI given to the Mobile Sprouts was very weak, requiring almost no concentration. That is why Jeff cannot use PSI, for he has none. And now you know, and knowing is half the battle.

Jeff usses PSI as A means to build his gear. Any foo could focus and blow stuff up, but he uses his power to create.

The reason Jeff can't concentrate enough to use PSI attacks is because he is so smart that his brain is full, and even if he had the extra brain space he still wouldn't be able to concentrate because he is always fixing broken items and never has time to stop and think about PSI.
The only way I think he could learn PSI is if he used an item to get his mind off of other things like:

The brain stone
The insignificant item
The video relaxant - I don't know how he would find one of those
A slice of magic cake

Or mabey it's just because he doesn't have any PP beacuse whenever Ness goes to sleep Jeff is always working. In that case he should use:

A PSI caramel
A Magic truffel
Some piggy jelly

Or you could just have a bunch or Magic butterflies gang up on him.

I think that Jeff is a special hybrid of a new hero. He is a good mechanic, but here is a theory why he never ever learned Psi.

After Ness' vision of Earthbound Zero, w-wait a minute. Too far.

When the existence of the 4 heroes of Earthbound were born, they were born with Psi. But one of them were kidnapped. Jeff was sneaked into a Labarotory to test is abilities. He succeeded too well... his power grew so much, he forgot how to use Psi. Then they sneaked him back into the hospital with his scar for life: glasses. The testing also damaged his eyes. He has never known about this past...

Hey, I appreciate how yas refer me, a common plant...that can move, to Jeff, a genius. I mean, this'll get me into college! Anyone have a singed recommendation? Oh, er, I use PSI when I use the motion of photosynthesis, and the plant cells absorb a special cell called...uh, Psium. Yeah, really. IM NOT MAKING THIS UP! REALLY! And we...uh, walk...and uh, we use it by...walking. Uh-huh. Uh.....stop laughing at me (sobs) MOMMY!

I'd say that because of all of Dr. Andonuts studies and reaserch, and experiments, especially that UFO everybody calls Sky Runner, have altered Jeff's mind with radiation so that he might be a genius, but can't use psychic powers. I mean, how much radiation does that Sky Runner put out anyway? It's amazing that Jeff even survived till he did, especially since he ain't got no Fro.

As for the Sprout and other Plants, it's gotta be Giygas's influence. That's how the dang things were able to move anyway! If it wern't for Giygas, why those platns would just be weeds ready to be forked, I bet they could even sprout Fro's and be the ultimate scourge for the Hero's! Fro Sprouts man, Scourge of the universe next to Pokey and Giygas!

I even bet that Giygas has a giant Fro stashed somewhere, purely responsable for everything under his control to have some kind of psychic power, or other overly ambitious power. Remember the antoids and their wacked tackles! If Giygas had worn that Fro, why nothing could have stopped him! I could just see him now, giant, planet stopping, Universal scourge, Fro Giygas!

Well first of all, these aren't ordinary plants we're talking about here. They have been mutated to a state of superiority to other plants. This being duly noted, they are also under the control of the mighty and powerful (well, as long as you don't pray anywhere NEAR) Giygas, who channels his own psychic powers through the plants to attack the four poor kids who would thwart his evil plan of universal domination.

And Jeff? Oh, come on. How many geniuses do you know? Okay, now that you have that number, how many do you know that have any common sense? Aha! There's no room for common sense with all that knowledge stored up there, right? Well if there's no room for common sense, how could there be any room for psychic powers?

Obviously, PSI concentration must require some sort of belief in the effectiveness of it, sort of a faith sort of thing. Jeff, being the genius, cannot beleive in the PSI without solid evidence, despite the fact that he sees Ness, Paula, Poo, and lots of enemies use it all the time. In other words, Jeff is in denial about the existence of PSI. The plant, on the other hand, we assume has virtually no intelligence, and so apparently will believe in anything and since it believes it can do PSI, it can do PSI.

First, lets look at the mobile sprout, it looks like a seemingly innocent plant with feet, but if you look closer, you'll see that the mobile sprout is acually more deep and evil than you think.

As you see, the mobile sprout seems to walk around, plant itself into the ground. And, PP magnet is like some sort of abilty to extract PP from Ness and friends. But maybe, it also uses PP magnet to suck out the planets resources, little by little, eventually destroying earth and all our pathetic moaning souls. To much to bear, oh no, ITS GOING TO HAPPEN! AHHHHHH!! WHAT WILL BECOME OF CIVILIZATION?!!! MANKIND?!!! THE EARTH?!!! THE UNIVERSE?!!!

...what? Oh, I must have strayed off topic. Why can't Jeff use PSI? I blame rap music.
